Samira Gutoc (born on December 19, 1974, in Jeddah, Saudi Arabia) is a civic leader and former lawmaker.
Gutoc was the former representative for the women sector in the Autonomous Region in Muslim Mindanao Regional Legislative Assembly. She was also a former member of the Bangsamoro Transition Commission under the administration of President Rodrigo Duterte, but resigned in 2017 due to a rape joke by Duterte as well as his martial law declaration in Mindanao.
She ran for senator under the Liberal Party-allied Otso Diretso slate in 2019 but lost.
