Emmanuel Fantin Piñol, popularly known as Manny (born on December 16, 1953 in M'lang, Cotabato), is a politician and a journalist. He is a former agriculture secretary, serving from 2016 to 2019.
After resigning as agriculture secretary, President Rodrigo Duterte appointed him as chairperson of the Mindanao Development Authority in August 2019. Some members of the Bangsamoro Transition Authority, the transition government of the new region, criticized the appointment because of Piñol’s fierce opposition to a previous agreement for creating an autonomous Muslim region.
Piñol served as North Cotabato governor in 1998 to 2007, and then was elected Cotabato vice governor from 2007 to 2010. He was also M'lang mayor from 1995 to 1998.
